In September 2018, the North Bay-Mattawa Conservation Authority and the City of North Bay initiated a Class Environmental Assessment (Class EA) Study for remediation of Chippewa Creek near the Oak St pedestrian bridge. This study was conducted in accordance with the Environmental Assessment Act and Conservation Ontario’s Class Environmental Assessment for Remedial Flood and Erosion Control Projects (June 2013).

A Baseline Environmental Inventory was first completed to assess the current state of the creek and banks in the study area. Several design alternatives were developed and presented at a Public Open House on November 8, 2018. Each of the alternatives was then evaluated to determine if all environmental impacts could be mitigated. It was determined that all impacts could be avoided or mitigated, and recommendations for mitigating the issues were provided.

A Class Environmental Assessment Report has been prepared to document the planning and decision making process followed. By this notice, the Class EA report is being placed on public record for a 30-day review period, in accordance with the requirements of the Conservation Class EA process. Subject to comments received as a result of this Notice and the receipt of all the necessary approvals, the North Bay-Mattawa Conservation Authority and the City of North Bay intend to proceed with the detailed design and construction as documented in the Class EA report.


The Class EA report will be available starting on May 27, 2019 for a 30 calendar-day public review period at the North Bay-Mattawa Conservation Authority and City of North Bay websites, and at the following locations:

If concerns arise during the prescribed Review Period that cannot be resolved through discussions with the North Bay-Mattawa Conservation Authority, a person or party may request that the Minister of Environment, Conservation and Parks make an order for the project to comply with Part II of the Environmental Assessment Act. This request (commonly referred to as a Part II Order) must be received within the above prescribed 30 calendar day review period by The Honourable Rod Phillips Ministry of the Environment, Conservation and Parks Ferguson Block 11th Floor 77 Wellesley St. W Toronto, ON M7A 2T5 and copied to Mr. Brian Tayler, CAO, at the North Bay-Mattawa Conservation Authority. If no request is received on or before June 26, 2019, the North Bay-Mattawa Conservation Authority and City of North Bay may proceed with detailed design and construction of the project.
